I think it depens on the situation: if for example you get into a car accident, and can't make it, I'm sure that is excusable than just simply "I don't feel like going"... Trust me, I've changed my plans up to the point where I was pulling up to the place, then I decided I shouldn't do it. In some situations, there is just that gut reaction that tells you there is something wrong...
Then, there are other times when I get dumped with other things to do, and you need to put your priorities in line, sometimes business comes before pleasure.
