No offense to other answers but no matter the paint or prep, you are in effect painting on glass, and the surface will be subject to scratches, peeling, normal abrasions, and the surface of glazed, ceramic tile, isn't meant to be painted. Certainly if it was unglazed it would take paint.
Beyond that, having any painted surface that comes in contact with food, possibly, is the wrong way to go.

Ever Wolf is right in a sense that certain surfaces were not manufactured with painting in mind down the road, but in todays modern world paint companies have come up with primers that will adhere to any surfaces. If you are remodeling in a few years I would go ahead and paint the tiles for now. The product you are looking for is called XIM primer. It is formulated to adhere to the toughest surfaces that were not made to be painted. You will not find this product at a home depot or similar store, you need to go to a real paint store, preferably one that sells Benjamin Moore just because I have seen it there in my travels. Talk to the paint guru at the paint store and he will set you up with the steps you need to take to make it last.

listen, i know you have alot of answers here. you will get burned "priming and painting" with regular paint. There is a product at your local home depot or lowes calles "tough as tile" it is usually located in the paint or tile dept. its great stuff, just make sure to follow the surface cleaing instructions (use tsp, its a good cleaner). i am an apartment maint super and use this product all the time. its your best bet. good luck

Go to a do-it-yourself store and ask. Here in Germany we have a special paint for covering tiles, it actually looks quite good, you can add some structure and do it in several colours and styles. But I don't know if you can buy the product where you live, so you have to ask.

First of all, the tile must be very clean. Touch up any grout defects as they will show more prominently when painted.
You will have to apply a primer, ask your local paint store for their recommendation of what brand to use and what type paint to apply over it. (latex or oil base)
That should do it!

I would NOT paint OVER the tiles.
I'd remove them and then paint after preparing the surface.
Most of the online do it yourself sites will tell you how.
