My guess is that it is the same trait that creates bullies. They feel that they are excercising a certain power over others by provocation while safely standing at an unreachable distance.. It is easy for them to think they are causing trouble, while not risking consequences. I think the fact that some people like to do it must mean that there is some satisfaction in it for them. They have not learned yet that being a decent human being is a matter of helping others - and feels so much more satisfying.

Provocation only works if you let it. Some people get a charge out of rustling feathers. It's not always a bad thing as if we weren't provoked at times, there would be no healthy debates. It results in insight and enlightenment. Others, are just plain jerks with neanderthal mentality who love to start fights.

Provocation is often used to gain attention that the person may be lacking in their life.
Also, people provoke others into reacting in violent ways so that they can prove themselves the superior person, either to themselves or to someone else. By this I mean, someone might start a fight with someone else simply to prove that they can beat them in a fight. This can either be to make themselves feel bigger and boost their own ego, or to make them appear more appealing to a prospective partner.
