Depending on the drug, it can be legal. Marijuana is not legal. But if you want to fire one up, go ahead and do so.

I dont know about the TV but I can answer your question about cannabis being criminalized.
1. Marijuana is a word that was brought into the english vocabulary by a man named William Randolph Hearst (a famous newspaper tycoon of the early 1900s.) The actual name for it is cannabis (Cannabis Sativa or Cannabis Indica.) Marijuana or Marihuana is Pourtugese for "feeling good." Hearst was upset due to the fact a few of his paper plants were taken over by the mexican's. Cannabis at the time was reffered to as a drug for mexican immagrants and black people.
2. The first anti-cannabis was the Marijuana Tax Act of 1937, and was orchastrated by a man named Harry J. Anslinger, a confermed member of the prohibition party. Mr. Anslinger made claims that marijuana made people violent and unstable. When talking to Senate and other members of government he would often pull quotes from his book that was called "The Gore File." The most famous one that comes to mind is the story were a 14 year old boy slaughtered his whole family with an axe after smoking "moogles" (early 1900s slang for cannabis.) This was true, however he failed to mention that the boy was institutionalized on a few occasions and was diagnosed with a form of psyhcosis, and the family was advised not to discharge him from the hospital a week before the incident. Obviously the family didnt listen. Most of Anslinger's articles where actually from Hearst's yellow journalism newspapers. Anslinger was also famous for using the early ideology of racism in our country to his advantage. He used quotes such as "Smoking marijuana makes the colored men feel equal to white men." or "If your wives smoke marijuana, it will make them want to sleep with black men." When the anti-communism movement struck, Anslinger reversed his stand on marijuana's violent influence to saying it makes us lazy so the commies can take over.
Anyways there is more to it than that but I cant write all night. In conclusion "Marijuana" is illegal because of these reasons.
1) Anslinger's ambition.
2) Racism
3) Yellow journalism.
4) Profits for other non-hemp fabric companies.
5) Finally IGNORANCE.

Drugs on TV are meant to fix a medical problem, smoking a joint fixes nothing instead it causes problems. Especially if your out of Doritos.

I think you're mixing up a pretend movie with real life action.
I don't know what other drugs are being sold on tv except in movies. If you are seeing some on commercials you can be sure they are legal.
