your ISP give u a IP and no one can get it
but u must install a firewall and keep security on your system to not let another people to abuse from your system and your IP adresses.
when your system does not have a good security peoples can connect to your IP and your system and do anything
u can use proxies to hide your reall ip adress . so this make another trounble to luanch it

The can get your IP address, firewall or not. There is not much they can do to actually use it for anything though. You are most likely using a dynamic IP which changes regularly. Others can see it but there is no way to use it for anything besides using port scanners against you.

your IP address is allocated by your ISP or your network administrator. If 2 machines have the same address within the same subnet ( e.g. 192.168.1.0 to 192.168.1.255) then you start to get a variety of addressing and network errors.It's not impossible , but the evidence appears immediately.

an ip address is something than can come and go... it possible for someone to drop it and make a new one and it not uncommon for you to lose yours and have a new one automatically remade.
