Once a question moves into a non-Open status, either "In Voting" or "Resolved", you cannot delete it.
The intent of the site is to maintain a database of knowledge, so they do not allow people to delete content once it is no longer Open.

if you can work out how to turn back time you got a chance or maybe think about your questions a bit before you ask then you wont want to erase time

i think you can't. seems to me that you may only delete a question before it's resolved, not after.
