The dumb guy who is popular. People will rarley vote for a smart politician. they prefer a popular one, and as for GW Bush, how can anyone that dumb be President? without diebold's assistance?
eg "Mission accomplished", followed later by, "Bring 'em on", followed 2 years later by, "Oops, when I said 'bring em on' I never really meant it."

It depends on what they are endeavoring to do? If it is an intellectual endeavor then probably the smart person will more likely succeed, and the dumb person will have difficulty to even make a mediocre performance. If it is a mission of getting support from others then the popularity of the dumb person will likely carry him to success and the antisocial behavior of the smart one will likely make it more difficult for him to succeed.

It depends on what you mean by succeed.
If you mean intellectually, it would most likely be the smart person. But, if you mean socially, it could be the dumb person.
It also depends on why the dumb person is popular and why the smart person is disliked. The dumb person may be popular and yet still be mean to everyone who isn't. The smart person may be disliked simply because he/she isn't popular.

karma
As I go through life, fixing my mistakes one at a time, I’ve learned a thing or two about Karma, and part of keeping good Karma is sharing it with others. I hope these notions help you as much as they’ve helped me.
Do good things and good things will happen to you. Do bad things and it will come back and bite you in the ***.
If you want a better life, you need to be a better person.
Bad luck might be contagious. It wouldn’t be fair to bring someone into your life until you clean yours up.
Never underestimate the power of confidence. And never underestimate fifteen beers, a little enlightenment, and the power of Rob Base and DJ Easy Rock.
A person needs a little rest after having his moustache tickled at a gay bar.
You have to do the hard things in life sooner or later.
If you want the reward, you have to do the work.
The secret to life is fixing all the bad things that you’ve done.
Whether picking up trash, returning stolen merchandise, or helping a homosexual find love, it always has the same reward… feeling good about yourself.
Karma. You got to love it.

Trump did not get there by being nice.
Neither did Bush.
I however succeed every day by being nice. Depends what you want to succeed at I guess.

Well, which category do you think "the most powerful man in the world", the US President (George "Dumya" Bush) fell into when he won his first presidential election? Of course he's since lost his popularity.
And look at Al Gore: smart, but not popular. Now all of the sudden he is both.
