Stairs have 'risers' and are closed, steps do not and are open.

my silly thought is .

A stair has steps.
A step can be a verb, noun and an adjective.

I believe the roots are also different. Stair is french origin and Step is german origin.

I personaly thin steps are considered just to be a few or at most a handful. If you have a large number of steps it is called a "Flight" . A staircase consists of two or more flights.

I know the perfect solution if you are just starting with woodworking and also if you have already experience with it. i think stairs are from one building/house story to another and steps are just to move you up or down a little within the same floor

i could be wronge though
