Yes. they are to blame. They need to take responsibility for their actions.
No means no...Implied permission is not okay. And blaming hormones is baloney.
Besides rape is not a crime of sex, but a crime of anger.

Oh yes look at the way she's dressed she's just asking for it... anyone can come up with this, and this is why rapists are walking free! People need to get out of this 18th century way of thinking! People do not ask to be raped! Which if you believe because a girl is "almost-naked" she's asking for it, thats like all those child molesters saying, I couldn't help it she was flirting with me... seriously it's sick and anyone who rapes another should get a life sentance!

Yes they are. Without exception. But people who refuse to recognize that certain actions in this imperfect world may have negative consequences, no matter how unfair that may be bear a portion of the blame.
Show lots of skin in a public arena in a provocative way, and you will attract more attention from the sexual predator than others around you. Walk around in a bad neighborhood after dark with a fistful of cash, same idea.
It is as if some people live in a fantasy world, where they pretend that because dangerous deviants shouldn't exist, they don't!

karma
As I go through life, fixing my mistakes one at a time, I’ve learned a thing or two about Karma, and part of keeping good Karma is sharing it with others. I hope these notions help you as much as they’ve helped me.
Do good things and good things will happen to you. Do bad things and it will come back and bite you in the ***.
If you want a better life, you need to be a better person.
Bad luck might be contagious. It wouldn’t be fair to bring someone into your life until you clean yours up.
Never underestimate the power of confidence. And never underestimate fifteen beers, a little enlightenment, and the power of Rob Base and DJ Easy Rock.
A person needs a little rest after having his moustache tickled at a gay bar.
You have to do the hard things in life sooner or later.
If you want the reward, you have to do the work.
The secret to life is fixing all the bad things that you’ve done.
Whether picking up trash, returning stolen merchandise, or helping a homosexual find love, it always has the same reward… feeling good about yourself.
Karma. You got to love it.

I'm very fond of expensive cameras. Is it OK for me to steal them from people who carry them openly, rather than concealing them? Isn't walking around with an expensive camera in plain sight really an invitation to steal it? Such people probably WANT to have their cameras stolen, right? Or they wouldn't be asking for it like that. They probably enjoy being robbed.
Obviously, I don't buy into your "blame the victim" suggestion. People are responsible for their own actions. Pretty girls in short skirts have as much right to NOT be sexually assaulted as plain girls in baggy pants.
Further, rape is not about sexual desire. It's about violence. It's about punishing, torturing, controlling, exerting your will over a woman. It's on a level with jacking off to films of kittens being mutilated --- sick, sick, sick.
If you think that women should be "punished" for being pretty and attractively dressed, then you have something very wrong with your thinking dude. Think about this. Are experienced convicts serving long sentences to be blamed for raping cute new inmates who "how can I say it?" have ... virgin bungholes?

As far as I know rape is a violent act, no different than going up to anyone and beating on them. Just because a woman is dressed scantly doesn't mean she is "trying" to get raped. When a man uses his sexual organ in such a violent manner it is no different than taking your hand and making a fist to beat on someone. Everyone is different and portray their individual feelings thru their style of dress. If someone is wearing something that you don't like would you beat them? If a woman is wearing a very revealing outfit would you rape her? If so, then you need to get help.

not even if she was bare naked would it not be rape, and if it is rape it is a crime in any culture any were in the world. That is why rape is such a common act during war. It is telling the other side that they are so defeated that they can't even protect their women folk and that their nation is toast

Yes, in a sense of the crime rape, which is defined as unconsential sex. Is it to blame that the girls are putting themselves in the position? Maybe by making themselves as targets, I would agree that it is partially their fault.
Chasity belts are always the answer!

Um yeah. If a girl says no, she means no...just because she is showing some skin does not mean you can go up and rape her.
You are an idiot for asking this.
