yes, you are. Go to your local job centre and ask for a Fresh Claims Pack for Job Seekers Allowance.
You could also try to do an apprenticeship or something.

You finished college by age 17? You must be very bright. What was your degree in and why don't you search for jobs in that field? Knowing what your degree was in would be helpful.

http://www.jobcentreplus.gov.uk/JCP/Customers/WorkingAgeBenefits/Jobseekerallowance/index.html Gives all the info you need but basically you can not get JSA (or the dole) if you are under 18 unless there are special circumstances such as you aren't living with your parents or you have a child dependant.

To get a definitive answer go to your Jobcentre or go to http://www.jobcentreplus.gov.uk/JCP/Aboutus/Ouroffices/LocalOfficeSearch.aspx, put in your postcode and it will give the address and phone number of your local office.

yes, job seekers allowance. but you might not get much, it depends on how much contribution you have made in terms of national insurance and income tax payments you have made.
www.jobcentreplus.co.uk or .gov.uk not sure, but it tells you on there.
beware though, a lot of people find the job centre employees treat you like crap so just make sure you stick up for yourself.
