Wash several times with baby shampoo. It's alkaline pH and might do the trick. It may also dry the skin a little, so rectify this with conditioner later on. If that doesn't work, a WEAK solution of vinegar in water as a rinse (watch those eyes). Don't try any stronger chemicals. You can also rinse the dog all over in tea or camomile and get a yellow color dog - that will make the pink less obvious and both will wash out eventually. Then again, I'm sure being pink doesn't bother the dog half as much as it bothers you - so consider just leaving it alone.

Hair spray dissolves ink. Use the kind in the manual sprayers (not in the can where most of it goes into the air.) If you had soaked the stain in hairspray FIRST before wetting the dog, most of it should have rinsed off. Try it anyway and then bathe the dog with regular dog shampoo or dish washing detergent.
This also works on clothing!

Rubbing (isopropyl) alcohol will remove most ballpoint pen inks. Wet paper towels with it and rub the fur. Be careful, it is flammable, and don't get it into the animal's mouth, nose, eyes, or anus.

give the dog another bath- if it got most of it off, you might be able to get even more off if you give it another bath- or just tell people you decorated your dog for the fourth of july and put a blue bandana around its neck. it will wear off eventually.
