The normal way people receive the Holy Spirit is through baptism into God's church. If you've been baptized, you've already received the Holy Spirit.
If what you mean to say is that you don't feel like you've received the Spirit, or you haven't begun speaking in tongues, or healing people, or doing other stuff like that, it may not be your time yet.
All people come to the knowledge of God's truth and begin to achieve their true destiny through fervent prayer, along with full, active participation in the work, worship, and sacraments of God's church.
Sacraments are the most powerful means that God employs to enfuse us with his grace and power.
Since sanctifying grace is, by definition, the life of the Holy Spirit, dwelling within a human soul, this is the key to your problem.
Contrary to popular opinion, only the Catholic church and some orthodox churches still have valid sacraments, although baptism seems to work, no matter which Christian denomination administers it.

The Holy Spirit is a divine person who convicts the world of sin; He is that supernatural agent in our spiritual rebirth in whom all believers are baptised into the Church which is Christ's Body; and He lives in and seals them until the time of Christ's return.
(John 16:8; 1 Cor. 12:13; see Eph.1:22,23; 2 Cor.1:22; Eph.4:30).
If you accept that Jesus Christ, the Son of God, has saved you by dying as the sacrifice for your sins, then you have his eternal salvation. You automatically receive the indwelling of the Holy Spirit when you receive this salvation. The Holy Spirit doesn't indwell you as a reward for good works, rather His indwelling of you encourages and enables you to do them.
Some denominations suggest that you need to have a 'second blessing' in the form of a supernatural manifestation such as the speaking in tongues, but there is no scriptural support for this. When a person is born again by God's Spirit, the Holy Spirit comes to that person and indwells that person. There is also the Baptism of the Spirit whereby one is filled with the Spirit. You can ask someone to pray with you to receive such, or you can ask the Lord yourself for the Baptism of the Spirit.

You have to accept Him, the Holy Spirit is the Helper, the Comforter of this world until the second coming of Christ. Reading the Bible and going to church only helps in this. You have to take the leap of faith, a believe in Him, Jesus Christ, and the Holy Spirit will enter into you, and guide you.

Those 3 things alone won't get you anything.
By Grace ye are saved. Your sins have already been forgiven. All you really have to do is accept and truly believe that. If you're really trying to live your life as God might expect, it's not all that complicated. He made it very easy, but that simple issue of Faith is very hard for some. Most of the differences you see in various churches are man made interpretations of what God expects. Some are simple. Some full of rituals. People seek out what brings them comfort.

Peter Bohler said something to a struggling John Wesley in the early 18th century, "Preach until you have faith, and then you will preach because you have faith." Wesley was struggling with what it meant to be an authentic, scriptural Christian; something that not enough of today's Christians really wrestle with (myself included). If you have some time, and are really interested in the question that you've asked, I would suggest reading Ken Collins' John Wesley: A Theological Journey. The formation of Wesley's theology was done in the context of life, not speculation. He had some hard times that helped him forged his theological foundations.

You can't recieve the Holy spirit by good works or by following rules or by any of your own effort. He is given by God, by His grace. If you are a repentant Christian and have given your life to Jesus you have the Holy Spirit. To recieve baptism of the spirit, ask God for it, or ask someone with experience in your church to lay hands on you and pray with you.

You receive the Holy Spirit by faith, love and true belief in God ,Jesus, and what Jesus did for us. Tithing is not required to receive the Holy Spirit. Anyone that tells you differently, is a false prophet or an idiot. Remember, "Give unto Cesaer that which is Cesaers, give unto God that which is God's".

'Receiving the Holy Spirit' is just a state of mind and about finding inner peace, if Christianity doesn't do it for you then maybe you need to find your own way. Religion is only one way of doing it, you don't need to believe in God to find inner peace.
