NHTSA -- the National Highway Traffic Safety Administration. If you truly have a breakthrough, they'll be VERY interested.

There are probably hundreds of "Patented Safety Devices" that will never be used in fleet operations because of excessive cost or minimal effectiveness.

You have to be able to PROVE that your gadget works and PROVE that it is cost effective. Not just on one trailer in one instance, but on hundreds of trailers in daily service over all possible road and weather conditions. If you can PROVE, through documented scientific testing, that your device will improve safety for ALL trucks on the highway today, then you may be able to sell it to some truck and trailer manufacturers.

Don't expect anyone in the US Government to just jump up and "Mandate" an untested and unproven piece of hardware based on your word and an unproven patent.
