Your link is broken thats why i couldnt exactly see what kind of website you have. So the following is very general:
well. with low cost i guess you mean no cost, right?
Start with adding it to all the search engines: start with the main ones: google, yahoo, msn but dont stop there. There are hundreds of others: ask, kanoodle, 7search, fireball, etc.....
Then go on to directories. there are hndreds of free ones out there and some of those are really good. You need to be present with your site on as many engines and directories as possible.
If you want to spend some money you might want to try a cost-per-click program. As you can set the budget yourself you can 100% control the cost.
Also, if your site is a blog dont forget all the excellent blog search engines and directories like for example lsblogs or blogexplosion.
Finally, go to forums or websites with communities that concern the content of your website and start participating. Don't spam! but participate and help other people. If sb could use your website, then let them know.

Hi,
I have found that one of the most effective free ways of promoting my websites is through writing articles and submitting them to article directories.
This gives you three main benefits
1) Increased credibility
2) Potential that readers of your article will then visit your site
3) Increased number of links (backlinks) pointing back to your site
Just write an article of around 500-800 words on a topic related to your website then add an author's resource box to the end of your article with a live link back to your website.
Then submit your article to article directories (there are 100s of these). Within a few days you should start to see your articles being published and an increase in the visitors to your site.
If you do this regularly you should see a significant increase in your traffic.
Hope this helps,
Suzanne

well on the internet there are a lot of free websites on which you can advertise. You can find them if you search on google or yahoo for free advertising. For the most part what will come up is BS.
I found a webpage where they list the top 10 best free advertising resources on the internet. It includes some of the most trafficked websites online and you can advertise on them free.
here is your link

Add it to the Yahoo directory - link in sources:
In order to add your web site to the Yahoo! Directory, you must first suggest it to Yahoo!'s team of editors, who visit and evaluate every site added to the Directory. To suggest your site for evaluation by an editor, please follow the process outlined below.
Step 1: Check to see if your site is already in the Yahoo! Directory.
Step 2: Find the appropriate category in the Yahoo! Directory.
We ask that you suggest your site from the most relevant Directory category page.
Non-English Sites:
Please refer to the list of Non-English Yahoo! Directories.)
Step 3: Suggest your site from the link on the Directory category page most relevant to your site.
The Yahoo! Directory is made up of categories. To do a Yahoo! search to find the best category for your site:
From the front page, search on a term relevant to your site.
From the web search results page, select the Directory tab under the search box. This will confine your search to sites listed in the Yahoo! Directory.
Under the search bar you will see a list of "RELATED DIRECTORY CATEGORIES" and relevant sites from the Directory will be listed under "TOP 20 DIRECTORY RESULTS". You can review the list of Directory categories related to your search term and you can see various categories listed under the description of each site listed in Directory Results.
When you click on a category, you will go to that page in the Directory. You will see a "Suggest a Site" link located to the right of the search box on the Directory page.
Note: If you try to click on "Suggest a Site" from a broad or top-level category, such as Education, Regional, or Entertainment, instead of browsing down to a more specific sub-category, you'll be told that your suggestion is too broad. So make sure you search for and find the most specific category that describes the subject matter of your site.
For complete instructions on how to suggest a site, check out our Suggestion Tips page.
Business or Commercial Sites
If you are suggesting your business or a site that is commercial in nature, it must be submitted to a commercial sub-category within the Business and Economy section of the Yahoo! Directory. The Business and Economy section contains two major sub-categories:
A wholesale or business to business area labeled: Business and Economy > Business to Business
A retail or consumer shopping area labeled: Business and Economy > Shopping and Services
When you go to the appropriate commercial sub-category relevant to your site, you will see that the Suggest a Site links to the fee-based Yahoo! Directory Submit process --which is required when suggesting a commercial site. For more information please read our Directory Submit FAQs. Or, go to Yahoo! Directory Submit to suggest a site.
