Just ask him who does he like to have sex with! Get some clarity on your relationship - evidently it's not going to include sex. Then you be about the business of finding yourself a boyfriend that will have sex with you. Evidently - you wish to fulfill your sexual needs - and he doesn't want to or is not interested in sharing that experience!
Speak with him sincerely, honestly, and directly about the situation - then be about your business - if necessary!

no one but him can answer this questions for you. There could be many reasons why he hasn't. You just need to sit down with him and ask him about it. Only he will be able to explain to whats going on. Good Luck
