As Yahoo exists in other languages, it also has this website in those other languages. I looked at the Spanish Yahoo site, and its Yahoo Answers was called Respuestas.
If you wanted to answer these questions or ask them, you could in other languages, but to get the response you want out of the most people, you should probably use English on this site. Or try using the other Yahoo language sites and answer on their page.

If you don't want to read the fine prints or go to 'rules' section, just look at the flags at the bottom of these answer pages. Place your mouse pointer on any of them and you will know which language/ culture you can ask questions in. Click that particular flag and there you are. If you ask question in any other, say Spanish in "languages" section in English version of answers, chances are you will get answers by those who know Spanish.

I think there is. But you can go to the versions of yahoo answers for other countries (the little flag links at the bottom of the page) and use different languages there.
If you want to ask a question in German, go to the germany version of the site. If you want to ask one in Spanish, go to the Spain or Mexico version of the site, etc.

Yes actually in the guide lines. (Which no one reads) but I did. It says to write in english and not ask personal questions like what time it is and where you live. I don't think that is fair. I asked a question in German and then read the guide lines and I was like crap! But I never got in trouble.
