Are you sure you have the quote correct...? The reason I ask is, it sounds like two different sayings put together.
'The ransom of a man's life is his riches'
A man will give whatever he has in exchange for his life; whether his life is threatened by thieves or old age, he will want to go on living.
'The poor heareth not rebuke'
A man who turns to crime due to desperate financial circumstances is not likely to accept correction.
OR
A person who is lazy will be poor and will not listen to good advice to make something out of himself.
There doesn't seem to be a direct connection between the two.

im thinking...: a rich man lives for getting more money-greed- and this could lead to alot of selfishness and loss of relationships in his life, he knows a wrong move, deal, investment and it could be all gone so hes on edge!
the man with less gives what he has which is himself and sleeps soundly at night, his comfort and love are in his relationships with others..he has more peace with himself and others..

its like a rich man will have ppl approaching him for his wealth, n over a period of time it'll become a headache for him n make life miserable ; but no one's ever going to approach a poor man for money, n thr wont possibly be any bitching business going on behind his back - not wid regards to money , anyways,
