I haven't had to do exactly this, but I'd suggest looking for a plug-in or stand-alone program that converts raster to vector.

One I've used and it worked well was Algolabs Photo Vector.

Use the software to step-down the number of colors in the image and then convert the image to vectors (unlike a bitmap, a vector image is broken down into areas of color by storing the points that outline each polygon and the color that fills them). Vector images are infinitely scalable. Meaning, it can be blown up to the size of a building without image degradation.

I'm not sure how to get the cel-shader black outlines, but it should be a simple task of applying a stroke to the image when it is vector.

you have to draw a sequence on diffrent layers. like if a man is walking on the road. on the first layer you will show a man. The second layer you wil have a man with its foot little lifted up. And so on and so forth. The sequence goes on. Further depth you will have to see in photoshop help.

Try downloading an add-in. Or you might also consider applying different filters to the photo until you get it to look the way you want it to.

The "Brush Strokes>Accented Edges" filter might be a good start. Fade the filter back to 30%-50% of normal after you have done that and you will get kind of a cool, "cartoonish" effect.

Dont know about PS, but ComicLife is a program that can take your photographs, make them cartoony, and you can add speech bubbles and sound effects.
