IT DEPENDS ON THE CULTURE OF YOUR NEIGHBOR.

Asians are people oriented and don't mind if their privacy is invaded.

Westerners are more particular with their privacy.

My neighborhood has this weird unwritten rule that they don't throw up the friendly wave unless you do it first...or so it seems. I don't know how to be a good neighbor because all of mine are weird. :P

You can always fall on the weather, or compliment some landscape feature in their yard.

Don't say hi. Either say Good morning, Good afternoon or Good evening and smile. Then it makes it easier to get into a conversation.

Take out your shotgun, wave it around in the air and scream,

"You better say hi to me *****! You better say hi, and you better do it with a smile!!!"

Then start laughing hysterically and fire a few shots into the sky.
