Try National. I know I rented cars from them when I was in college, and I was definitely under 20 then, too. You will have to pay a hefty surcharge, but I think they will rent to you.

I do believe if you under 25 renting a car, there is a 25 fee added to the price of the car rental. I last month had to rent a car and it only cost 70 dollars. It would have been less if I were over 25. All companies should rent to a you being 20. Good luck

i dont know about nj. but theres none in mississpi that will rent to a 20 year old. i called and checked.
