Well, for their to be three outs, there must at least three pitches, so there must be three and three is the minimum. You can't have a baserunner or out without a pitch being thrown. For the last inning, though it wouldn't count as an inning, a pitcher could give up a walk off homer on one pitch, but that's not really a side of an inning. Batters don't get a base on a balk. If there were two balks the hit batter would be on third with none out. There couldn't be a triple play unless he hit the batter on the first balk. Still, in that case, a triple play would have to be a line drive to third with the runner coming from second. The third baseman would have to catch the ball and touch third base then toss the ball to second or tag the runner. Is this case, there are still three pitches, the first hit batter, the second hit batter and the line drive for the triple play.
