DEPENDS ON THE SITUATION IF ITS FOR THE WELL BEING OF THE CHILD OR IF A COURT SUPEBONAS THE RECORDS THEN YES OTHER WISE NO

When either the parent or guardian asks for it, or the state requests it as part of an investigation into the child's well being.

Only if it's detrimental to someone knowing, like abuse, medications, addiction, etc. of a minor. Other things, though, doctors are supposed to hold confidential.
