Are you talking about Pathology Residency Program? If so, then most big teaching hospitals should have good programs and good teaching material. You also need to ask them about the rate of Pathology Residents passing the Pathology Board exam. Most big cities have good programs.
If you are asking about Pathology in college (undergrad level), then again most big cities should have good ones. So it really depends on where you want to study. It is important to decide whether you want a place with good basic research or medical research for the latter choice. The thing to look for will be professors and publications that fit your interest.
