My boyfriend will answer: The key is, you gotta be confident when you approach the girl. There's tons of girls out there, so have that in mind when you approach her. Compliment her on something specific, like her style, her skirt, hair, etc. And just ask her a little about herself and act interested. Then ask her for her number when you feel like she's opened up to you a little. If she says no, like I said, there's tons of girls out there, so think of her as the one missin out on a guy like you.
