Just call that mobile number with country code '44'. If there is no ring, then you have been given a wrong number and probably the name you know is wrong too ... so in that case better not to try... In case the phone rings, then you will get the person you have been looking for by that number itself

Telephone the business via landline and ask for the person to call you back. When they call, ask if they will give you their mobile number. Other than this with non-registration of numbers and the interchangeability of users, a directory of numbers/users is pointless
