Who is "u" in this context? The government of Ghana, the airlines? The US government doesn't charge any exit fees. I don't know if Ghana has entrance fees, you might want to contact their embassy or nearest consulate. For airfare, check the websites of airlines that fly there.

once you've a passport from yet another united states of america you could holiday on that. in the different case, no, there is not any thanks to be admitted through a customs get entry to point with no passport. you're also not likely to be able to board a international flight, cruise, or prepare.
