My cats chirp when they see a bug they want to eat. There's feeling of excitement that runs through the room when a fly wanders in. A quick game of chase, maim, and kill ensues. I love cats!

Actually most cats chirp. This is their way of "talking". Alot of times a chirp is used as an announcement that they are there (either coming to you or acknowledging that you've come into the house/room or they have). A chirp is considered more friendly, more loving, and more personal than your basic meow.
Have a lovely rest of the evening and have a lovely 4th of July.

It's might be because your cat has heard the sound of birds chirping repeatedly. My cat used to bark like a dog because my neighbors had two, so that's what he knew. He meows now. [hard core training. kidding.]

The only times my cats "chirp" is when they are birding.

Cats can make over 100 sounds, chirping is one of them. It shows content or "I NEED ATTENTION" I think

Probably does it when he/she is hunting or irritated about something. Or sometimes when they are excited about a new object in the room. They will stalk it and chirp and click at it, growl, hiss, sigh, bat their eyes, sit and watch it, pounce at it, or run from it.

This is something they do to let you know, here I am or here I come and they also do it when they have a toy that they like, some cats just chatter more then meow, when they do it I think it's just there way of talking.

My cat makes a weird sort of chirpy noise when she comes in the room and no one looks at her, its like a questioning hello or something.

He just ate a bird and has not fully digested it. If he starts flying around, the bird is not dead yet and you will have to tie your cat down.

Your cat is talking to you. My cats use several different sounds to communicate with me and other cats.
