I like a guy that is 2 grades younger than I am. I don't know him personally, but I would like to take him to a race with me. Would it be bad to just ask him if he'd like to come with me? Should I tell him I like him or avoid that?

if you like this guy then ask him there's no difference in a guy having to ask first or the girl and besides the only way you'll ever get to know him personally is to talk to him

No harm in asking him since he is in school, not a stranger though,like on the street or anything like that. See if he seems to like you and then you can tell him you like him if the situation seems right.
