Photoshop is the de facto standard in digital darkroom software. However, it is an industrial strength application and thus, not something freely available in the public domain. Picasa and Irfanview are very good pieces of software for what they are capable of and for the price. If you were to search some of the download sites out on the web you might find something that will suit your needs without draining your wallet. I've listed a couple below with the first one being the best bet.

I second the recommendation for GIMP; it does almost everything photoshop does. The name stands for "GNU Image Manipulation Program;" the download is free because it's open-source freeware--you don't have to worry about licenses or "getting caught," because you'd be a legit user.
And while it's not exactly easy to learn if you're not familiar with image manip software (I'm competent but not great on photoshop, and GIMP is still tricky for me), I find it a lot more user-friendly than the Adobe programs.
For Windows, you have to download and install the GTK+ 2 Runtime Environment before installing the program. (Not difficult. Just an extra step in the download process, and then you never have to think about it again.)

You can get a free trial of PaintShopPro X (10) from the net, it's an excellent program for editing photos and it's much cheaper than Adobe Photoshop CS2. (I have both) Corel now makes PSPX look at their site!

I like Adobe Photoshop too...you can try it out for free and see if you like it before buying it at:

Also, I like Paint Shop Pro...it's not meant specifically for pics, but it's good software.

ok this is wat u do, get photoshop the 30 day trial
then use MOZILLA FOXFIRE and go to www.keygen.us and get a keygen for it so ull have a 700 dollar program free, make sure to use foxfire so u dont get spyware and **** from that site that can only install thru IE
