Since the Windows Firewall comes packaged with Service Pack 2, you could try going into Control Panel-->Add/Remove Programs and look for Windows Service Pack 2 or something like that and uninstall it, then go to the Microsoft (Windows) Update site and download SP2 again.
It could also be spyware or a virus causing your problems.

or you need to install third party softwares, zone alarm is free! other antivirus has built-in fire walls too...like trendmicro and mccafe

usually you have to do a repiar installallation of xp to get it back, unless you have not installed sp2, if you install sp2 it will put it back
