I understand the need to assure the safety of the potential spouse but is the ICINS going to check the petitioners criminal record or will they ask the petitioner to provide record check when submitting the I 129-F

It could be that they want more information due to IMBRA, a 2005 law that requires that certain fiance petitioners provide personal background information to help assure that the foreign fiancee
(usually a woman) is not getting into a dangerous situation without her knowledge.

I have often been extremely surprised by how little fiancee beneficiaries knew about the men petitioning for them, including how many times they had been married and how many criminal convictions they had.

Although the fiancee visa will get your significant other here quicker,it's not really guaranteed. It's better to marry the person and file the proper paperwork. Let me tell you,it's not cheap either so make sure you are really in love before you do it.

Immigration will send a notice requesting the information they need. It can be anything from a clear copy of a document you submitted to something more substantial such as documents proving the marriage.
