This is what I got off the website:
FinePix S5200 Zoom features at a glance:
-5th Generation Super CCD HR sensor
-5.1 million effective pixels
-10x optical zoom
-Real Photo Technology and ISO 64 – 1600 sensitivity range
-Anti-Blur Mode to minimise blurring from photographer and subject
-Highlight Warning function to alert users to overexposed areas of an image (in playback)
-High quality video recording at VGA and 30fps
-Rapid start-up time of 1.1 seconds and shutter lag of 0.01 seconds
-Automatic pop-up flash
-JPEG and RAW file format
-Versatile manual functions including manual focus and exposure
You may want to go to the website to check out the pictures. From what I see, it doesn't appear to be a manual twist-barrel zoom. It states it has 10x optical zoom via 38-380mm lens and a Digital zoom up to 4x in playback. Focus can be automatic or manual.
From what I could see I would have to say no, it does not have a manual twist-barrel zoom control. Best way to check would be to go to a camera shop and look at one. Some places to go:
Beach Camera
Circuit City

I own a Panasonic Lumix FZ-20. It has a manual focus ring and a 12X optical zoom though the zoom is not controlled by a barrel ring, only the faocus is. FZ-30 is the successor to FZ-20 and both cameras are amongst the top cameras in their respective segments.
Check them out at :

I have had the 5200 in my hands, and the barrel does not move. It just looks great.
The only non-dSLR I found with manual focus and zoom barrel rings was the Panasonic FZ30. I loved the way it worked, didn't like the larger size and weight.
I finally bought a Sony H1, and lived with the button zoom and focus.

For a photographer! the best is an SLR or dSLR! you have an optical viewfinder! Not one of those crappy digital view fingers! you have more control over what YOU want not what the camera was! manual on that camera is a bit challenge!
Having an SLR makes people look at you! and other photographers know your serious! not just a pro wanna be!

It doesnt look like it, pulled up the Adorama webiste on this and it looks like it controlled by the camera only. Looks like a decent digicam though.
