We tend to value things that are taught to us to be valuable. This is how hatred is passed down from generation to generation. Our culture also has values, and as we grow up we learn more about this.

Perspective is a combination of the things you mentioned. We may choose to value the same things as our parents, or we might not as a result of personal experience or things we've witnessed in the culture.

They are all interrelated.

All of them play their part. Someone's upbringing is relative to culture which in turn over time creates the individual.

I think it's a mixture of all three, as each plays a role in defining the individual, thus affecting his/her perspective.
