What's wrong with him? The question should be what's wrong with you. Very insensitive you come across as. The man may have had a penile dysfunction, for whatever reason and you brushed him off as no account and probably damaged his ego more. You my dear are a shallow person. You did not give the guy a chance nor hang around long enough for him to get his courage up and explain his problem to you. The only thing you didn't do was laugh in his face.

Honestly it could be a mix of both fear and insecurity. He could have been beaten or maybe even molested in the past and a little uncomfortable with people getting close to his organ because of those reasons.

He's insecure (probably doesn't realize it) and curious. He was curious as to if you had ever done that. You can't punish someone for being ignorant. Explain to him how it made you feel and why.
