1. He is involved with more than 1 woman and can't remember anyone's name so he calls everybody baby....
2.He thinks it's cute
3.He thinks you think it's cute
4.He is dumb and can't pronounce your name
5.He don't remember what you told him your name was

In all honesty there is no straight answer to that. Baby is just one of numerous pet names that couples give to each other. I know my fiance' calls me baby, and in return I either call her honey or my love.

As to why he does it specifically, it's the same reason I call my fiance' honey, it's just the name he's chosen. If you don't like it, just tell him. He'll wither come up with another name for you or if you don't like that idea, just tell him that you have a name so use it.
