Your dog has separation anxiety to the extreme. you need to get her out around others and in different situations where she can be more outgoing and gain confidence.

Most dogs can't stand to be without their master around them. I have a female dog also who can't stop following me. (to prove it)My 49 year old dad sometimes gets angry and will yell at her to go back to her bed. but for some reason she still comes out of her bed and will sit by my feet. Now for the food and drink problem. I think that maybe your dog is kind of like master sick. She can';t stand being without you. So she will wait for you to get home. but she can't do anything without you knowing of it. She probably thinks she has to prove something to you by making sure she can see you are right there in her eyesight while she eats and drinks. Also try different types of dog food. And put tiny ice cubes in her water bowl / dish. Even though the ice cubes will most likely melt, what she needs if cold water. Most dogs will only drink cold water. Try to get aircoditioning or window fans to help cool your house down a bit.

My dog does the same thing
I have a 4 year old female coton de tulear
and she won't eat or drink until I am home
I think she might be afraid that something might happen if she starts eating??
She drinks for a good five minutes whenever I come home
But I sometimes leave cookies by her bowl and she will eat those and then drink when I am gone

I am not sure exactly why, but mine does it, too. I think it is a kind of separation anxiety. Mine has gone for 4 days without eating while we were on vacation! He is 8, by the way. He gets really sad and all when we are gone. Then he wants to be on me all of the time. As you know, it starts to get on your last nerve! I would love to be able to go pee by myself! He's worse than the kids! And mine will only eat after 11pm--when he's sure that there will be no more snacks. Is yours afraid of thunderstorms? Mine shakes like a leaf and tries to claw his way inside my body. I obviously have to sedate him, but I hate having to do it. About the high temp outside and not drinking--I'm thinking that's not good. Is there any way he could be inside--even locked in the bathroom or something?

This can become a problem, like you said. The reason that she's doing it is because she feels safe when she's around you. dogs in the wild put themselves in a bind when they are eating, because other predators may come and attack them to get their food. She needs to feel safe eating anywhere, try feeding her outside while you sit with her. This may take some time, but eventually she'll realize that she's safe to eat no matter where she is.

She might think that she is part of the family, the family don't eat ourtside, so maybe she thinks she can't either. I feed my dog 3 times a day just like the rest of the family. if you plan on leaving for longer than just regular work hours you might want to try a dog sitter. I don't think that this is to much to worry about though but if you think that this is abnormal behavior for your dog maybe you should call your vet and ask them. hope this is helpful and good luck.

Dogs eat in groups in the wild for protection and comfort. My dog does the same thing. I asked my vet about it, and she said that eventually the dog will eat or drink, and it isn't something you should worry about.
