Is there a standard rule in determining the cut OR does the cut depend on on other variable at the end of the 2nd round of a tournament?

Depends on the tournament which has rules set up in advance. USGA issues standard rules of thumb and there are "house rules" non-conflicting with USGA Golf rules which are set up for step by step in the name of golf. Tournament rules usually determine the field size for weekend play.

Usually, the cut is determined by the low 70 players in the field plus ties. In other words, the highest score in relation to par, and everyone tied with that and better, will make the cut.

So I guess the answer is a combination of both a standard rule and a variable; the variable depending upon how hard or easy the course is playing, and the scores in relation to par.

All golfers in the field golf for 2 days for a total score.
The criteria the weekend cut is if a player's total score is within ten strokes of the leaders total score. Then they select the top total scores until they reach the top 64 with overage for tied scores.
