Check the website of the manufacturer and see if you can download the software from there. Most of them carry software updates on their site.

Search the model (e.g. ABC Brand Scanner AB1234) on Yahoo or any other online search engines, and add the word "driver" to it. If you get a link which lets you download a driver for your scanner, download it, install it, and your computer should be able to use your scanner (in the absence of your startup cd)
You don't need any other programs other than the driver to use your scanner.
If you have no idea how to use the scanner, and didn't get a hard copy of the instruction manual with your scanner, you can also try searching for it online or buying it from shops (both online or real) which sell instruction manuals.

You should be able to go to the web site of the manufacturer to download the latest drivers. It's typically a good idea to do that anyhow. I never use the CD that comes with any hardware I purchase (unless the software truly isn't available online) because, even though the product is brand new, the CD was mastered months previously and contains outdated drivers.

Check the manufacterer's web site. They expect people to lost them and usually have a download of the files available for free.

Thanks for asking this question. I'm having the same problem. My husband recently bought me my own computer and I want to switch the scanner to my computer. It's a real pain scanning it on his, then transferring them to photobucket then saving to my pictures. We've turned the house upside down and can't find the disc...so thanks! And thanks to those who answered.
