Some dogs may have had a traumatic incident involving water.
For instance I had a lab.She was Extremely frightened of the water hose when we turned it on. One time she ran so fast to get away from it that she ran right through a sliding screen door and straight into the house! We didn't know what to think as to why?
Then my next door neighbor who originally gave us the dog said that the people who abandoned her used to let their kids just spray her down non stop as if to taunt her and torture that way when she was tied up on a short chain.She was terribly neglected when they found her tied up and left in the back yard AFTER they moved away. My neighbor rescued her and gave her to us.
It is highly unusual for a Labrador, being such great water dogs that they are, to be afraid of water. But that's because of what happened to her in the past.
Now you did'nt say if you have a dog with this problem or not..Im assuming if you do..and if nothing bad has occured in the past , then its probably just a normal fear of something its not too sure of. Just be gentle and do all you can to reassure the animal that you are not going to hurt him. One of my dogs is afraid of taking a bath, She knows when it's bathtime because i gather up the cup and shampoo etc. and she hides from me. Shes terrified while in the bath but has gotten better now because she knows im not going to hurt her and afterward she runs around like a banshee because shes so happy its over and feels good to be clean. And its strange because she will run right through the sprinklers no problem unlike our Lab...All dogs are different, just like people. We all have our funny quirks, and fears. Just be patient and love them.

Maybe because they can't quite undestand what it is? They need to be shown that it is ok.
Take the dog to a lake swimming, where you can get in with it or maybe to the beach. Show him its fun.

Well, its wet, cold and icky! But seriously, have you seen the lakes and oceans nowadays? Would you wanna go swimming in that muck or with killer catfish? LOL! I don't know, it depends on the dog.

You have to start them out as puppies in water. If not its very hard to break that.
