Sounds like maybe someone else is or was abusing her and she hasn't got it sorted out yet who to trust.

I think that a lot of times this is an automatic instinct because they are so small and can be hurt so easily. You never know how she was treated at the breeder's house either and most likely she wasn't socialized. Chihuahua pups really shouldn't be sold before they're around 12 weeks old - they need that time with their mother and siblings to learn to socialize. They also need a lot of breed-specific care. You should join the group (shown below as a source) to learn more about the proper care of your Chi pup. Approach her calmly and use a very soft voice... make sure that she's fed often and kept warm. Give things time so that you can bond. Chihuahuas are well known to be extremely protective and attached to their owners. By the way, there's really no such thing as a "teacup" Chihuahua - that's a marketing ploy used by irresponsible breeders to get more money for "supposedly" smaller Chihuahuas. A Chihuahua is just a Chihuahua and they either have long coats or smooth coats. If you were sold this pup as a "teacup", there's a good chance that she wasn't bred for good temperament or good health and just for size. Get her checked out by a veterinarian that is experienced with small breeds and make sure that she doesn't have a medical condition that is making her act scared...she may actually not feel very well.

Teacup dogs are known to be very skiddish. Can you blame them, being that small, and everything else so big? I have a friend that has a chichuahua and it does the same thing.

Many chi's are very timid. Just continue to show her that only good things come from you - speak softly to her, give her tiny healthy treats from your hand, don't make sudden moves around her - she needs to learn you are safe and secure.

put yourself in the dogs paws so to speak here you have this tiny little dog and your this gigantic person, not only that but tea-cups are timid dogs and they shake continually, so it might not be you, just that the dog can't help itself.
