It probably was a freebie that came with your Hp printer.

Assuming Windows XP, there are two places to check:

Start button > All Programs > Start up
See if there is a select for the Photogallery. If there is, right-click on it and delete it. Then is will not try to start whenever you start the computer.

If it is not there, then:
Start button > Run > type in: msconfig
Click on the startup button
You will see a list of every program that the registry starts when you turn on your computer.
Look for anything that might be the Photogallery program and uncheck it.
(While there, you may want to look down the list and see if there are any other programs you want to uncheck. Unchecking them can not hurt your PC. At worst, if one of your programs does want to start afterwards, just go back and recheck the program's box. Removing some or all of the programs will speed up your computer - often by a lot)
