After much research it has been discovered there are 10 reasons dogs do this. 10) So they can smell what's going on around them. 9) So they can check out the furry female two lanes over. 8) Because they like the feel of the wind in their fur. 7) Because the view is better. 6) In case they get car sick and have to vomit.(?) That one IS questionable. 5) So they can howl with the sirens. 4) So the wind can blow the slobber off their mouth. 3) So they can grab anything flying by. 2) They're hoping the fresh air will clear the smell of the last butt they sniffed. 1) Because dogs just wanna have fun.
Now that you know the reasons, should you let your dog stick it's head out the window? Probably not. Somebody could side swipe you and that dogs head is gone. Also, (and this one is more likely) you know that ding in your windshield from the flying rock? that could have been your dogs eye.

I agree with oaktreekennel, however Son of Bunh's answer was quite funny. Dogs do cool off form their tongues. My kids hang their head out the window when someone blows some pollution.

They like to smell the air. Dogs can smell all sorts of smells that humans can't. Also, for example, dogs can smell the eggs, flour, etc. that make up a baked cake but we on the other hand can only smell the cake. Oh yeah, My dog also likes to smell the air conditioner.

Because they're mad !
It's bizzare how they put their head out of a moving car without any problem, yet as soon as you blow on their nose, they go loopy. Dogs are just daft I suppose.

all the lovely scents out there! that and the cooling factor..... i love seeing dogs enjoy a good car ride- as long as they're never left unattended in the vehicle.

they are smelling the air..seeing what they can pick up on the ride. dogs sense of smell is incredible!
although it may look cute...and seem harmless. i wouldn't let your dog do this anymore. anything could fly into your dogs face, or eyes causing injury. :)

because dogs smell things 10,000-1 million times (breed dependent) better than humans. they are just getting the rush from sensory overload and taking in all the things we cant smell
