He may or may not be able to recite the Bill of Rights, but that wouldn't change what is happening to him as it is perfectly legal to place an illegal immigrant under arrest as if he were as citizen. Thinking that such recitation will change things is something of a misconception. He would be better off following the Miranda warnings that police or INS officials are required to recite.

How do you know they don't speak English? Many illegal immigrants are not ignorant fools as some people believe they are. Some are actually quite brilliant and can speak english, among othe languages, fluently

Maybe you were involved in the recent round-up of illegals living and working in the states that took place in several states? Maybe he was expecting to get arrested for something so he memorized them. Geez I can't even recite them.
