i saw i a girl a like in the mall i cant stop thinking on her all days
she does not go to my school ,she dosent know me she knows my siter but i dont know how to approach her because she doesnt know who i am what should i do say hi ask for an email what?
i just dont what to seem a stalker

Just say "Hi" to her when you see her. Try to start a casual conversation. And who knows, maybe she'll ask you for your number and/or email. Or you can always ask her like when you're about to say "Bye" say something like "Hey, do you have an email adress, if so, can i have it?"

here's an idea - Go up and say "hello, I have a friend that knows you. I'm (insert name here)."

You won't seem like a stalker talking to her out of the blue and you'll have a common interest. Your mutal aquaintence.

You are going to have to bite the bullet! Dating is a marketplace. Sell yourself by finding a way to be in contact with her and be able to say a few words. If she buys it it will be obvious, if she doesn't then move on to greener pastures. Perhaps get your sister's opinion. Good Luck!
