well for men that would be in the morning. that's when men want it the most. ever hear of morning wood?
As for women it's been studied that when they have been out in the sun is when they get the hottest (hottest as in want it) due to higher testosterone levels due to the sun.
but the best for both that i have found from personal experience is at the end of the day. best after a few drinks where both let their inhibitions go.
