i would see if family/friends had something planned. If they don't throw yourself a huge party!~~ Maybe then you will make friends & they will throw you a 17th birthday party!!! LOL

Understanding that it's a great big world out there and lots of teens don't ever celebrate any birthdays, I'd understand that it's one day out of a whole year and not get too wrapped up in it. Call some friends and spend some time together. I do like the amusement park idea. Or you could (dare I say it?) spend a little time with your parents and family. Go bowling, skating or whatever. Maybe just a hot fudge sundae at the ice cream parlor somewhere. Doesn't need to be a big deal to be memorable.

Go to bed early, charge up cellphone; same for mom's too. At the shopping "crack of dawn", you and mom rush into town for a cute dress. Along the way, call EVERYBODY for the Sweet 16 party at your house. Sigh....OK....grrrr: call that boy you have a crush on, too (he has to kiss you).
Mom can call for a rush cake job....maybe a last minute catering deal, too. Dad can find and call around yellow pages for either a band or DJ.....on second thought.....maybe you ought to let your brother or sister or trusted best friend do that. Can you fit a band in the backyard???
Tables and chairs: there's something Dad can call for and get. Average say: enough to serve 100 people on: that ought to do it.

Invite 3 or 4 of your closest friends over for pizza....or go have pizza and go out to a movie with said friend....or have your mom & dad take you out to dinner. or have fun the whole day...get up in the a.m.....and walk somewhere you wouldnt normally and think of it as a birthday hike....have a nice lunch out somewhere then take the bus or taxi home...and relax....if you don't do anything, start planning now for sweet 17 which actually is much better.

Tomorrow just wake up and make things happen. Tell them (family and friends) what you want to do. They probably won't say no. Just have a good time on the spur of the moment. Remember it is your day and Let NOTHING stop you from enjoying it.

Its not always up to my family to plan things. I can plan too. I dont really remember what I did on my 16th birthday, but if nothing is planned and you want something to happen DO IT! Thats all, just write a list, and make it happen. Ask your parents what they think and get to work. HAPPY ALMOST BIRTHDAY.
