what if your uncle has an license can he come with you to get the permitted

I believe your parent or legal guardian has to sign the permit application form so my first thought is your uncle is not your legal guardian. See if you can take the form home to get it signed by your parent then return with your uncle.
In my state of WA a 15 yr old has to go thru a driver's education course and use a learners permit. An intermediate license is issued to a 16-17 yr old and a full license for 18+ yrs.
