It depends where you live, Who is attacking, and what our response to the attacker is. Chances are the planet would be nearly uninhabitable.

Say your prayers cause believe me even if you could survive the initial blast, with the new weapons the contamination and radiation would kill you shortly after you came out. You can't run because you only have about 10 minutes of warning at most, so just hope your city isn't targeted and that you've lived a good life, because god may be too busy at that moment to hear your unsincere self preserving prayers.

Try to be upwind and underground from the detonation, at least 30-50 miles. Any closer or downwind, and your goose is cooked....

Well, not to a gov building of course, but no one could take shelter just because it would be so big that no where would be safe.

Well of course there is. It depends on where the bomb(s) fall and the prevailing wind. Rule of thumb: When the threat is identified, go upwind from where the bombs are likely to fall.
