Gringo is derived from the Spanish word "griego", meaning Greek. It was used in Spain to describe a white person, as a white spaniard was often of Greek descent.

Now, in Mexico, it is used to describe a foreigner, regardless of skin color (including blacks and dark complected mexican-americans). It is in no way derrogatory. Latin American culture is much less PC than in the US, and it's not considered offensive to call someone by their physical description (fat people are called "gordo" (fat)). In Mexico it's considered more attractive to be lighter complected anyway, so to say "gringo" is derrogatory is ridiculous.

"guero" (way-ro) is a light complected mexican. It is also not derrogatory, but can have a joking connotation that means a mexican trying to look whiter dying their hair blond or wearing make-up that makes them look lighter.
