i am wanting to apply for a job as an emergency dispatcher how and where do i go to do that

I'm not sure where that is - asking locally would be the best idea for *THERE*.
Evaluate seriously why you want to do it and if you can do it. Multitasking is a requirement. You get a whole 'nuther look when you're taking a report on the phone, typing it into the database and listening for officers on the radio as some smaller departments have. If you're easily rattled...DON'T. If you can handle things like a phone call with a fight in the background and a very young voice asking for help then the line goes dead think hard now. What's your "trigger"? Can you deal with all types of situations? Can you listen for clues in the background and make sense of them to try to give your officers enough information so THEY have something to work with? Can you deal with being sworn at, insulted and bite your tongue at people who call 911 for a raccoon on the porch while you know there's a chance of a REAL emergency not getting through. Are you familiar with the area so if someone calls and says "I don't know where I am but I'm by such and such store" - do you know where to send officers?
Many times people don't understand what they're getting in to - it's not like on tv all the time.
Check with local government listings and ask at the departments.

Go to Conway, see if they have any openings there. Beware of the good ol' boy system though. I don't know exactly where the telecom center for Horry County is. For all of you out there who are not familiar with Horry, it is pronounced O-ree. Call the county job line. I think there is a listing for an opening. Go to job service in your town. Try Horry County Police.
